War, Terrorism, and Political Evacuation: What Your Medical Insurance Really Covers
In today’s increasingly unpredictable global environment, conflict, terrorism, and political instability are affecting more and more countries. For mobile individuals and international employers, this uncertainty has raised important questions around personal safety and protection. One of the common concerns we hear from clients is whether their international health insurance would support them during an incident and whether the costs of evacuation would be covered.
In this article, we will be covering passive war and terrorism coverage as part of international health insurance plans, and the closely related political evacuation coverage. We will cover what they are, how they work, why they’re important, and when you should consider taking out coverage.
Passive War and Terrorism Coverage
Passive war and terrorism coverage, available as part of many international health insurance plans, provides support with medical costs in the event of injuries due to war, terrorist attacks, or violent unrest. Medical evacuation may also be included, but only if evacuation is medically required, e.g., if medical care isn’t available in your location.
If you are overseas and happen to be in an area of terrorism or violent unrest, this coverage will allow access to healthcare locally or overseas if, in the worst-case scenario, quality or private healthcare is not accessible where you are.
As a point of clarification, coverage will typically not cover evacuation due to non-medical reasons such as the following:
School closures
Government airspace restrictions
Personal safety concerns
Please keep in mind that passive war and terrorism coverage only applies to bystanders, hence the passive part of the name, rather than active participants in the event like police officers or protestors.
Political Evacuation Coverage
Political evacuation coverage covers emergency transportation costs to safety if you need to leave a country due to civil unrest, war, or terrorism. Let’s say you’re not injured but you wish to leave a country where there’s acts of war or terrorism going on and you feel unsafe, utilising this coverage will allow emergency transportation for you to leave the country.
While not generally available under most international health insurance plans, political evacuation coverage can be found as the following:
An add-on to a Kidnap, Ransom, and Extortion (KRE) insurance plan.
A benefit in a standalone crisis response policy.
An emergency evacuation clause under corporate travel insurance or employer-sponsored protected programs.
Certain employer-provided international health insurance solutions will also cover repatriation due to civil unrest and terrorism as well as political evacuation and natural disaster coverage (with limitations on triggers and maximum benefits).
Key Considerations
If you are a globally mobile employee, it’s important not to assume that having medical insurance automatically means full protection in situations involving terrorism or civil unrest. You should confirm with your HR team or insurance broker what crisis response or evacuation support is included in your cover. If you are travelling to or working in higher‑risk regions, you may also want to consider additional insurance or travel‑specific plans that offer clearly defined evacuation benefits.
For HR and risk managers, it is important to review whether your organisation’s existing medical insurance includes Passive War and Terrorism coverage and to understand its limitations. You should also assess whether Political Evacuation or broader crisis response services need to be added through Kidnap & Ransom (K&R) or other general insurance policies. Clear communication with employees is essential, ensuring they understand exactly what is covered and, just as importantly, what is not covered, before a crisis occurs.
Insurers Offering Coverage
Most international insurers offer some form of related coverage for both passive war and terrorism political evacuation but below are some examples to give you an idea of the options available.
Individual (IMG)
Under the IMG Patriot Platinum Plan, crisis support can be included to cover injuries sustained as a result of war or terrorism. Designed for expats and international travellers, this plan may also provide political evacuation and repatriation benefits, allowing the insured person to be relocated to a place of safety and returned once conditions have stabilised.
Individual (AXA XL)
AXA XL offers war, terrorism, and political violence insurance as part of its Crisis Management and Special Risks solutions, providing protection against physical injury and property damage arising from such events. In addition, AXA XL’s Active Assailant coverage focuses on supporting individuals and organisations during violent incidents, offering crisis response services, recovery support, and trauma management to help businesses resume operations following an incident.
Corporate (Chubb)
Chubb provides terrorism and political violence insurance tailored for businesses, protecting operations and assets against losses caused by terrorism, riots, or civil commotion. This coverage can extend to employee injuries, property damage, and business interruption, including event or booking cancellations in sectors such as hospitality.
Conclusion
When living, working, or travelling internationally, it is important not to underestimate the risks posed by war, terrorism, and political instability, or to overestimate what standard medical insurance may cover in these situations. While Passive War and Terrorism coverage can provide support for medical treatment and, in some cases, medically necessary evacuation, it does not extend to non‑medical departures driven by safety concerns. This is where Political Evacuation and broader crisis response solutions play a critical role, offering a defined pathway to safety when conditions deteriorate.
For both employers and individuals, the key is understanding the scope and limitations of existing cover before a crisis occurs. Reviewing current policies, identifying gaps, and considering supplementary solutions where appropriate can help ensure that expectations align with reality. With the right planning and coverage in place, globally mobile individuals and organisations can better protect their people, reduce uncertainty, and respond more effectively should the unexpected happen.
